Contingency Design: Reliance One India Phone Service

I was trying to reach a friend on her Reliance CDMA mobile. Maybe she had switched it off but the message that I heard made me think: "The Reliance customer may not be reachable at the moment. He has turned his phone off" or to that effect. It should be something like: "The Reliance customer is not reachable. Please try after sometime" (The caller needs to know his friend is not reachable that's all. Whether the phone's switched off or the network is busy... who cares?) Why can't it be a 'she'? Can't women own mobile phones or what? A good case of bad contingency design.
